You can create a free website through webs.com, and you don't need to be a pro programmer for that because they give you all tools to build your site!

If you want it free to people, you have to get a HELL of a lot of advertisers to pay for it for you. Owning a site is like owning a house, only instead of the bank being your co-owner until you pay the mortgage off, it's the advertisers who are co-owners, but the mortgage NEVER gets paid off.

If you aren't a web designer or know nothing about it, you'd be better off hiring someone to do it for you, free web-building software isn't the best software in my opinion. I wouldn't waste my time and efforts, anyway, personally I think when it comes to dating websites for a specified group of people it just attracts chasers and fetishists who aren't really serious about dating.
